On multiculturalism
On all-embracing culture
Dear friends,
Because of jet-travels and instant communication via many global networks such as CNN ,BBC and Internet, the world seems to become relatively “smaller”, and looks like a “big village” where every event (big or small) is seen and heard by everybody. The word “global village” is coined to describe this phenomenon .Suitable culture for global village should be all-embracing ‘multiculturalism’. Definition of “culture” according to a dictionary is “all the arts, beliefs, and social institutions etc., Characteristics of a community”. In fact culture is social glue which binds communities to live in peace and harmony. The concept of ‘multiculturalism’ is invented for new world order. I would like the reader to get a glimpse of the idea “multiculturalism” from a poem composed by a famous poet, Derek Walcott. Walcott is a west-Indian-born poet. He represented his “identity-card” in the following poem:
“I’m just a red nigger who loves the sea,
I had a sound colonial education,
I have Dutch, nigger and English in me,
And either I’m nobody or I’m a one-man nation “.
He’s right. The true poet is a one-man nation. He was born and brought up in multicultural environment.
Dear graduates of MU, "globalization" is taking place at unprecedented pace and
accordingly we should adopt all-embracing culture.

မၾကာေသးခင္က ၾကံ့ဖြံ႔ အစိုးရ ၊ NLD ႏွင့္ ေဒၚေအာင္ဆန္းစုၾကည္တုိ႔၏ ေသနဂၤဗ်ဴဟာ ေျမာက္ ေရႊ႔ကြက္မ်ားေဆာင္းပါးကို ကြ်န္ေတာ္ ေရးခဲ့ပါတယ္။ အဲဒီ ေဆာင္းပါးမွာ NLD မွတ္ပုံတင္ေရးျပႆနာကို စူးစိုက္ မေရးသားႏို္င္ခဲ့တဲ့ အတြက္ အခုဒီေဆာင္းပါးကို ထပ္ေရးတာ ျဖစ္ပါတယ္။

ကြ်န္ေတာ္ NLD ပါတီဝင္ မဟုတ္ပါဘူး။ ဒါေပမဲ့ ျမန္မာ့ ႏို္င္ငံေရးမွာ ၁၉၈၈ ခု မတ္လ ၁၃ ရက္ေန႔ကတည္းက စတင္ ပတ္သက္လာျပီး ကေန႔ အထိ ႏို္င္ငံေရးကို ကိုယ့္အစြမ္း ရွိသ ေလာက္ ေဆာင္ရြက္ေနသူ တေယာက္ပါ။ အရင္ ေဆာင္းပါးနဲ႔ ပတ္သက္ျပီး စာဖတ္သူ ေတြရဲ့ မွတ္ခ်က္ေတြထဲမွာ အမ်ဳိးမ်ိဳး ထင္ျမင္ခ်က္ေတြ ေပးၾကတာေတြ႔လို႔ ကိုယ္တတ္ႏိုင္ သေလာက္ ရွင္းျပတာပါ။ ဒီ့ထက္ တိတိက်က် ေျပာမျပ ႏိုင္တာကိုလည္း နားလည္ေပးၾက ေစခ်င္ပါတယ္။

တခ်ဳိ႔က ဆိုၾကပါတယ္။ NLD မွတ္ပုံတင္ေရး၊ မတင္ေရးဟာ သူ႔ပါတီ အတြင္းေရးမို႔ ကိုယ္နဲ႔ မဆိုင္၊ ကိုယ့္မွာ ဝင္ေရာက္စြက္ဖက္ခြင့္ မရွိလို႔ ဆိုၾကပါတယ္။ အဲဒီအခ်က္ကို သေဘာ မတူူ ႏိုင္လို႔ ဒီေဆာင္းပါးကို ေရးတာျဖစ္ပါတယ္။
မွတ္ပုံတင္ေရး၊ မတင္ေရးသည္ တတိုင္းျပည္လုံးရဲ့ အေရး
NLD မွတ္ပုံတင္ေရး၊ မတင္ေရးဟာ တႏို္င္ငံ လုံးရဲ့ အေရး၊ လူတိုင္းရဲ့ အေရးပါ။ ျဖစ္လာမယ့္ အက်ဳိးဆက္ေတြကို NLD သာမက အမ်ားျပည္သူပါ ရင္ဆိုင္ ၾကရမွာပါ။ ဒါ့ေၾကာင့္ အားလုံး ေဆြးေႏြးၾကပါ။ စဥ္းစားၾကပါ။ သူ႔ပါတီ အေရး သူ႔ဖာသာ စဥ္းစားပါေစဆိုျပီး လႊတ္ထား လိုက္လို႔လည္း ေနာင္ျဖစ္လာမယ့္ အက်ဳိးဆက္ေတြဟာ ကြ်န္ေတာ္တို႔ ေခါင္းေပၚ က်မလာ ဘဲ ေနမွာ မဟုတ္ပါဘူး။

ဒီေတာ့ ေျပာဖို႔ တာဝန္ရွိတယ္ထင္လို႔ ေျပာပါမယ္။ ေျပာပါရေစ။

ဒီေန႔အခ်ိန္မွာ ၾကံ့ဖြံ႔အစိုးရဟာ အမ်ဳိးသား ဒီမိုကေရစီ အဖြဲ႔ခ်ဳပ္ ဆိုတဲ့ ဆင္ၾကီးကို အဘက္ဘက္ကေန ေျပးေပါက္ ထြက္ေပါက္ မရွိေအာင္ ပိတ္ဆို႔ထားပါတယ္။

ပါတီဝင္ေတြကိုလည္း ဖမ္းျပီး ေထာင္ခ်တယ္။ ေရြးေကာက္ပြဲ ဝင္လို႔မရေအာင္လည္း သူ႔တပါတီတည္း အတြက္ အထူးသီးသန္႔စဥ္းစားျပီး ဥပေဒေတြနဲ႔ ပိတ္ဆို႔တားဆီး ကာရံပါတယ္။ ပါတီ တရားဝင္ ရပ္တည္လို႔မရေအာင္လည္း ဥပေဒသုံးျပီး ညစ္ပါတယ္။

အဲသလို အဘက္ဘက္က ပိတ္ဆို႔ျပီးတဲ့ေနာက္ ခုခ်ိန္မွာေတာ့ ဘက္တဘက္မွာ လမ္းက်ဥ္း က်ဥ္းေလး တေပါက္ကို ဖြင့္ေပး လိုက္ ပါတယ္။ အဲဒီလမ္းက်ဥ္းက်ဥ္းေလးဆီကို မသြားဘဲ မေနႏိုင္ေအာင္ တျခားဘက္ေတြကေန ဝိုင္းဝန္း ေျခာက္လွန္႔ေပးေနတဲ့ အလုပ္ ကိုလည္း လုပ္ေနပါတယ္။ ျပည္ထဲေရး ဝန္ၾကီးက NLD ဟာ တရားမဝင္ေတာ့တဲ့ ပါတီ ပါလို႔ ေျပာတာ ဟာ ေျခာက္ထုတ္ ေပးေနတာပါ။ “သေဘာထားတင္းမာတဲ့သူေတြက အေျခအေနေတြ ေနာက္ျပန္ဆုတ္ေအာင္ လုပ္ေနတယ္” လို႔ The voice ဂ်ာနယ္ က ေျပာတာကလည္း ေျခာက္ထုတ္ေပး ေနတာပါ။ ေဒၚေအာင္ဆန္းစုၾကည္ဟာ ပါတီတခုရဲ့ ေခါင္းေဆာင္ သာမက အမ်ဳိးသား ေခါင္း ေဆာင္ျဖစ္ပါတယ္လို႔ ေျပာတာဟာလည္း ေဒၚစုကို NLD နဲ႔ခြဲထုတ္ေနတာပါ။ ဒါေတြအားလုံးဟာ ေဒၚေအာင္ဆန္းစုၾကည္နဲ႔ NLD ကို လမ္းက်ဥ္းေလးထဲ မဝင္၊ ဝင္ေအာင္ ေျခာက္လွန္႔ပို႔ေဆာင္ေပးေနတဲ့ နည္းလမ္းေတြ ျဖစ္ပါတယ္။

အဲဒီလမ္းက်ဥ္းက်ဥ္းေလး ကေန သြားရင္ ေရာက္မယ့္ ေနရာက ဆင္ဖမ္းတဲ့ က်ဳံးၾကီးထဲကို ျဖစ္ပါတယ္။

ဖြင့္ေပးလိုက္တဲ့ လမ္းက်ဥ္းေလးက ပါတီ မွတ္ပုံတင္ေရး လမ္းက်ဥ္းျဖစ္ျပီး၊ ေမာင္းပို႔ေနတဲ့ က်ဳံးၾကီးကေတာ့ ၂၀၀၈ အေျခခံဥပေဒ က်ဳံးၾကီးျဖစ္ပါတယ္။

ပါတီမွတ္ပုံတင္ေရး ဥပေဒမွာ “ထိန္းသိမ္းေစာင့္ေရွာက္” အစား “ေလးစားလိုက္နာ” လို႔ ျပင္ေပးလိုက္ပါတယ္။ “ထိန္းသိမ္းေစာင့္ေရွာက္” နဲ႔ “ေလးစားလိုက္နာ” ဆိုတာ တကယ္ေတာ့ သိပ္မကြာလွပါဘူး။ ဒါေပမဲ့ အဖြဲ႔ခ်ဳပ္ေခါင္းေဆာင္ေတြ အေနနဲ႔ ကေတာ့ “ထိန္းသိမ္းေစာင့္ေရွာက္” ရ မယ့္ အစား “ေလးစားလိုက္နာ” ရုံက ေတာ္ေသးတယ္လို႔ ဆိုပါတယ္။ လိုက္နာတာကေတာ့ ျပဌာန္းထားတဲ့ ဥပေဒတရပ္ကို ႏိုင္ငံသားတိုင္း လိုက္နာရမွာပဲလို႔လည္း ဆိုပါတယ္။ အမ်ားျပည္သူ သေဘာမတူတဲ့ မတရားတဲ့ အမိန္႔ အာဏာ ဟူသမွ် တာဝန္အရ ဖီဆန္ၾက ဆိုတဲ့ စကားနဲ႔ အခုစကားဟာ ဘယ္ေလာက္ ေတာင္ ကြာျခားလွပါသလဲ။ ႏိုင္ငံသားေကာင္းပီသစြာ ဥပေဒ မွန္သ မွ်ကို တရားသည္ ျဖစ္ေစ မတရားသည္ျဖစ္ေစ အျမဲတန္းလိုက္နာမယ္လို႔ တရားေသ ဆုံးျဖတ္လိုက္ျပီ ဆိုရင္ေတာ့ ဥပေဒ ေဘာင္တြင္း က NLD ပါတီၾကီးကို အစိုးရက ဥပေဒ တမ်ဳိးျပီး တမ်ဳိးထုတ္ အရူးလုပ္ေနပါလိမ့္မယ္။

ထားပါေတာ့။ ဒီ “ေလးစားလိုက္နာ” စကားလုံးကို အက်ယ္ မေဆြးေႏြးေတာ့ပါဘူး။ ဒီစကားလုံး ႏွစ္လုံး အဓိပၸါယ္ ျခားနားမႈ ရွိမရွိဆို တာဟာ သူတို႔လက္ထဲမွာပါ။ ဒီအစိုးရလက္ထက္မွာ ဥပေဒဆို တာ ေမွ်ာ့ၾကိဳးပါ။ ဒီ့ထက္ မကတဲ့ စကားလုံးေတြကိုလည္း လိုသလို ခ်ဳံ႔ခဲ့၊ ခ်ဲ႔ခဲ့ဖူးပါျပီ။
ေနာက္တခ်က္က ေထာင္က်ေနတဲ့သူေတြကို ပါတီထဲကေန ထုတ္ပစ္ဖို႔ မလိုေတာ့ဘူး ဆိုတဲ့ အခ်က္ပါ။ မွန္ပါတယ္။ ဒီအခ်က္ကေတာ့ အစိုးရဘက္က တကယ္ လိုက္ေလ်ာ လိုက္တဲ့ အခ်က္ပါ။ သူတို႔ဖြင့္ေပး၊ ဟေပးလိုက္တဲ့ လမ္းလို႔လည္း ဆိုႏိုင္ပါတယ္။ ငါးမွ်ားခ်ိတ္မွာ သူတို႔ တပ္ေပး ဆင္ေပးလိုက္တဲ့ အစာလည္းျဖစ္ပါတယ္။ ( ဒါေပမဲ့ တခ်ဳိ႔ေျပာဆိုေနၾကသလို ေထာင္က်ေနသူေတြ ေရြးေကာက္ပြဲဝင္ ႏိုင္မယ္၊ မဲေပး ႏိုင္ေတာ့မယ္ ဆိုတာ မဟုတ္ပါဘူး။ ေရြးေကာက္ပြဲ ဥပေဒ ကသပ္သပ္ပါ။ အဲဒီမွာ ဘာမွ ျပင္မေပးပါဘူး။)

ဥပေဒကို ျပင္ဆင္လုိက္တဲ့ ေနရာမွာ အဓိကက်တဲ့ အခ်က္တခ်က္ ရွိပါတယ္။ အဲဒါ ကေတာ့ မွတ္ပုံတင္ျပီးရင္ ၾကားျဖတ္ေရြးေကာက္ပြဲ မွာေတာင္ သုံးေနရာ မျဖစ္မေနရ ေရြးေကာက္ပြဲဝင္ရမယ္ဆိုတာပါပဲ။ (ဒီအခ်က္ကို ေသေသခ်ာခ်ာ ဖတ္ၾကည့္ ေစခ်င္ ပါတယ္။ တခ်ဳိ႔ နားလည္မႈ လြဲေနၾကပါတယ္။ ၾကားျဖတ္ေရြးေကာက္ပြဲမွာ သုံးေနရာ မဝင္ မေနရလို႔ ေျပာတာပါ။) ဒါကိုၾကည့္ရင္ အစိုးရက ဘာလိုခ်င္ ေနတယ္ ဆိုတာ အရွင္းၾကီးပါ။ ၂၀၁၅ အထိေတာင္ မေစာင့္ႏိုင္ဘူး၊ အခုၾကားျဖတ္ေရြးေကာက္ပြဲမွာပဲ ခ်က္ခ်င္း ေရြးေကာက္ပြဲဝင္ရမယ္၊ မဝင္ရင္ေတာ့ မွတ္ပုံတင္ခြင့္ မေပးႏိုင္ဘူး ဆိုတဲ့ သေဘာထားဟာ အထင္အရွားပါပဲ။
မွတ္ပုံတင္ရင္ ဘာျဖစ္မလဲ။

ဒီဥပေဒအရ အေျခခံဥပေဒကို ေလးစားလုိက္နာပါမည္လို႔ ပါတီေခါင္းေဆာင္အားလုံးသာမ က ပါတီဝင္တိုင္းဟာလည္း လက္မွတ္ ေရးထိုးၾကရမွာျဖစ္ပါတယ္။

ႏိုင္ငံေရးပါတီမ်ား မွတ္ပုံတင္ျခင္းပုဒ္မ ၁၂ (က) အပိုဒ္ခြဲ ၆ ၊ ပုဒ္မ ၁၀ (စ်) ( ဥပေဒ ျပင္ဆင္ခ်က္မွာ ပုဒ္မ ၁၀ (ဇ) အျဖစ္ေျပာင္းလဲထား) တို႔ အရ အေျခခံဥပေဒကို ေလးစားလိုက္နာပါမည္လို႔ လက္မွတ္ေရးထိုးမထားတဲ့သူကို ပါတီက သိပါလ်က္နဲ႔ ထုတ္ပယ္ မပစ္ဘဲ လက္ခံထားခဲ့ရင္ အဲဒီပါတီကိုယ္တုိင္ဟာ တရားဝင္ပါတီ အျဖစ္ရပ္တည္ခြင့္ ဆုံးရွဳံးမွာ ျဖစ္ပါတယ္။

ဒီေတာ့ အမ်ဳိးသားဒီမိုကေရစီ အဖြဲ႔ခ်ဳပ္ဟာ မွတ္ပုံတင္ျပီးရင္ “ အေျခခံဥပေဒကို မေလးစား မလိုက္နာႏိုင္တဲ့သူေတြ ပါတီကထြက္ၾက” လို႔ အမိန္႔ ထုတ္ရေတာ့မွာပါ။ အဲသလို အမိန္႔ မထုတ္ရင္ ဥပေဒေၾကာင္းအရကေတာ့ ပါတီ အေနနဲ႔ ရထားတဲ့ မွတ္ပုံတင္ခြင့္ေလးက ျပန္ဆုံးရွဳံးရဦးမွာပါ။

ဒါေပမဲ့ အေျခခံဥပေဒကို မေလးစား မလိုက္နာႏုိုင္တဲ့သူေတြ ပါတီကထြက္ၾကလို႔ ေျပာရင္ အဲဒီပါတီဟာ ဒီမိုကေရစီ က်တဲ့ ပါတီ ျဖစ္ႏိုင္ပါဦးမလား။ လြတ္လပ္စြာ အျမင္ကြဲလြဲခြင့္ မရွိတဲ့ ပါတီဟာ ဒီမိုကေရစီ ပါတီ ျဖစ္ႏိုင္ပါဦးမလား။ စစ္အစိုးရ အလိုက် အေျခခံ ဥပေဒကို ေလးစား လိုက္နာဖို႔ ျငင္းဆိုတဲ့သူကို ပါတီက ထုတ္ပယ္ရမယ္ဆိုရင္ ဒီပါတီဟာ ဒီမိုကေရစီ ပါတီလို႔ ဆိုႏိုင္ပါေတာ့မလား။ ဒါဟာ အေလးအနက္ စဥ္းစားသင့္တဲ့ အခ်က္ျဖစ္ပါတယ္။ ပါတီမွတ္ပုံတင္ခြင့္နဲ႔ ပါတီရဲ့ ဒီမိုကေရစီ အႏွစ္သာရကို လဲလွယ္ေပး ရမယ္ ဆိုရင္ ဘာကို ေရြးခ်ယ္ၾကမလဲ။ အားလုံးစဥ္းစားၾကဖို႔ပါ။ မွတ္ပုံတင္လိုက္တဲ့ ပါတီဟာ တခ်ိန္က ကြ်န္ ေတာ္တို႔ တေလးတစား မဲေပးခဲ့ ၾကတဲ့ NLD နဲ႔ တူႏိုင္ပါဦးမလားဆိုတာ ကြ်န္ေတာ္တို႔ စဥ္းစားစရာ ျဖစ္လာမွာပါ။
ဒါကို စကားကပ္ေျပာေနတယ္လို႔ ယူဆလို႔မရပါဘူး။ မွတ္ပုံတင္ျပီးရင္ အေျခခံဥပေဒကို ေလးစားလိုက္နာ ပါမည္လို႔ လက္မွတ္ေရးထိုးဖုိ႔ ျငင္းဆိုတဲ့သူကို ပါတီက ထုတ္ပယ္ေပးဖို႔ စစ္အစိုးရမွာ ေတာင္းဆိုခြင့္ရွိပါတယ္။ ဥပေဒအရ မည္သို႔ပင္ဆိုေသာ္ျငား ဦးသိန္းစိန္က ေတာ့ စိတ္ေကာင္းႏွလုံးေကာင္းနဲ႔ မသိခ်င္ေယာင္ေဆာင္ ေနပါလိမ့္မယ္လို႔ ယူဆ (assume လုပ္) ျပီး မွတ္ပုံတင္လိုက္လို႔ မျဖစ္ပါ။ ျဖစ္ႏိုင္ေခ် ရွိတာ အားလုံးကို ထည့္သြင္း စဥ္းစားဖို႔ လိုပါလိမ့္မယ္။

ဒီေတာ့ တကယ္လို႔ အမ်ဳိးသားဒီမိုကေရစီ အဖြဲ႔ခ်ဳပ္ဟာ မွတ္ပုံတင္လိုက္မယ္ ဆိုရင္ ပါတီ တခုလုံးဟာ ၂၀၀၈ အေျခခံဥပေဒကို ေလးစား လိုက္နာေသာ ပါတီျဖစ္သြားျပီလို႔ ဆိုရပါ လိမ့္မယ္။ အမ်ဳိးသားဒီမိုကေရစီအဖြဲ႔ခ်ဳပ္ NLD ဟာ ဦးခင္ေမာင္ေဆြရဲ့ NDF ပါတီလို ျဖစ္လာ ပါ လိမ့္မယ္။

၉၀ ရလဒ္ စြန္႔ျပီလား
အဆိုးဆုံး အခ်က္က ၾကားျဖတ္ေရြးေကာက္ပြဲမွာ သုံးေနရာ ဝင္ျပိဳင္ရမယ္ဆိုတဲ့ အခ်က္ပါ။ မူလဥပေဒအရ ဆိုရင္ ၂၀၁၅ ခုက်မွ ေရြးေကာက္ပြဲ ဝင္မဝင္ ဆုံးျဖတ္ရမွာပါ။ ခုေတာ့ အဲဒီအထိ မေစာင့္ႏိုင္လို႔ ၾကားျဖတ္ေရြးေကာက္ပြဲမွာ မဝင္မေနရဆိုျပီး ဥပေဒကို ျပင္ လိုက္ပါတယ္။ ဒီလို တဘက္ေစာင္းနင္း ဥပေဒထြက္လာတာကိုၾကည့္ရင္ လႊတ္ေတာ္ကို သူတို႔ ထင္သလို လုပ္ေနတယ္ဆိုတာလည္း အထင္အရွားပါပဲ။

မွတ္ပုံတင္ရေစဦးေတာ့၊ ေရြးေကာက္ပြဲ မဝင္ရဘူးဆိုရင္ေတာင္ အေျခအေနက သိပ္အဆိုးၾကီးမဟုတ္ေသးပါဘူး။ ခုေတာ့ မွတ္ပုံတင္ခ်င္ ရင္ ေရြးေကာက္ပြဲ ဝင္ကိုဝင္ရမယ္ဆိုတဲ့ အခ်က္ကို ဥပေဒ အသစ္ျပင္ထည့္သြင္းလိုက္တဲ့ အခ်က္ဟာ NLD ကို မကြဲကြဲေအာင္ တမင္ ေသြးထိုးတာျဖစ္ပါတယ္။ NLD ကို ၂၀၀၈ ခုအေျခခံဥပေဒေအာက္ မေရာက္ေရာက္ေအာင္ ဇြတ္ပို႔ေနတာလည္း ျဖစ္ပါတယ္။

ဦးဝင္းတင္က ပါတီမွတ္ပုံတင္တာနဲ႔ ေရြးေကာက္ပြဲဝင္တာကို သီးျခားစီခြဲစဥ္းစားရမယ္လို႔ ဒီဥပေဒမူၾကမ္းကို စတင္ တင္သြင္းစဥ္အခါ တုန္းက မီဒီယာမွာ ေျပာခဲ့ဖူးပါတယ္။ ဒါေပမဲ့ ၾကံ့ဖြံ႔အစိုးရဟာ NLD ကို အဲဒီအခြင့္အေရး ေပးမွာ မဟုတ္ပါဘူး။ မေပးခ်င္လို႔ ဥပေဒထဲမွာ အပိုဒ္သစ္ တမင္ထပ္တိုးထားတာပါ။

ဒီေတာ့ ျပင္ဆင္ထားတဲ့ ဥပေဒနဲ႔အညီ NLD ဟာ ပါတီ တရားဝင္ ရပ္တည္ခ်င္ရင္ ၾကားျဖတ္ေရြးေကာက္ပြဲမွာ သုံးေနရာ ဝင္ျပိဳင္ရပါမယ္။ အဲသလို သုံးေနရာ ဝင္ျပိဳင္လိုက္ရင္ ၉၀ ေရြးေကာက္ပြဲ ရလဒ္ကို တရား ဝင္ စြန္႔လႊတ္ျပီးသား ျဖစ္သြားပါျပီ။ ၾကားျဖတ္ ေရြးေကာက္ ပြဲလည္း ဝင္ျပိဳင္ဦးမယ္၊ ၉၀ ရလဒ္လည္း မစြန္႔ႏိုင္ဘူးဆိုျပီး လုပ္ေနလို႔ မရပါ။

ဒါကိုသိလို႔လည္း အစိုးရက သုံးေနရာမွာ မျဖစ္မေန ဝင္ျပိဳင္ခိုင္းေနတာပါ။

NLD ကို ၾကားျဖတ္ေရြးေကာက္ပြဲမွာ မဝင္မေနရ အတင္းဝင္ခိုင္းေနေပမဲ့ ေနရာမ်ားမ်ားမွာ ဝင္ျပိဳင္ခြင့္လည္း မေပးခ်င္ပါဘူး။ ေနရာမ်ားမ်ားမွာ ဝင္ျပိဳင္ျပီး NLD ေတာ္ေတာ္မ်ားမ်ား လႊတ္ေတာ္ထဲေရာက္လာမွာကိုလည္း တဘက္က ေၾကာက္ပါေသးတယ္။ ၾကည့္ပါ။ NLD ပါတီကို ေနရာ ၇၀-၈၀ မွာ ဝင္ျပိဳင္ခြင့္ ေပးရမွာ စိုးလို႔ ေလာေလာလတ္လတ္မွာကိုပဲ ဥပေဒ ျပင္ဆင္ဖို႔ မူၾကမ္း တခု လႊတ္ေတာ္မွာ တင္ေနပါတယ္။ လစ္လပ္ ေနရာ ၇၀-၈၀ မက်န္ ေအာင္လုပ္မယ့္ ဥပေဒပါ။ သမၼတတို႔၊ ဝန္ၾကီးတို႔ကို လႊတ္ေတာ္ ကိုယ္စားလွယ္ အျဖစ္က ႏႈတ္ထြက္ေပးရမယ္ဆိုတဲ့ မူလ ဥပေဒကို ျပင္ဆင္ဖို႔ မူၾကမ္းတင္ေနတာျဖစ္ပါတယ္။ သမၼတတို႔ ၊ ဝန္ၾကီးတို႔ဟာ လႊတ္ေတာ္ ကိုယ္စားလွယ္ ဆက္ျဖစ္ေနရင္ ၾကားျဖတ္ ေရြးေကာက္ပြဲမွာ သူတို႔ေနရာေတြ မလပ္ေတာ့ေအာင္လုပ္တာပါ။ လစ္လပ္ မယ့္ေနရာ နည္းသြား ေအာင္ လုပ္ေနတာပါ။ NLD ကို အရိုးအရင္းေလးကိုက္ဖို႔ ေပးရမွာကိုေတာင္ မသဒၶါေသးလို႔ အရိုးမွာကပ္ေနတဲ့ အသား ေလးကို ျခစ္ယူေနတဲ့ လုပ္ရပ္ပါ။ သမၼတၾကီးရဲ့ ေစတနာကို ဒါေလာက္ဆိုရင္ပဲ နားလည္ဖို႔ ေကာင္းလွပါျပီ။

NLD ပါတီကို ၾကားျဖတ္ေရြးေကာက္ပြဲမွာ ေနရာတခ်ဳိ႔ကို မစို႔မပို႔ ေပးလိုက္ရုံနဲ႔ တသက္လုံး အရွက္ကြဲခဲ့ရရုံသာမက အမ်ဳိးမ်ဳိး ေျခာက္လွန္႔ေနခဲ့တဲ့ အဲဒီ ၉၀ အိပ္မက္ဆိုးၾကီး ပ်က္ျပယ္ သြားေအာင္လုပ္ေရးဟာ အစိုးရရဲ့ ရည္မွန္းခ်က္ပါ။ အဲသလိုသာ ရသြားမယ္ဆိုရင္ စစ္အစိုးရ အတြက္ေတာ့ သိပ္အရေတာ္လွတယ္လို႔ ဆိုရမွာပါ။
မွတ္ပုံမတင္ရင္ ဘာျဖစ္မလဲ

အခု ေရြးရမယ့္ လမ္းက ႏွစ္လမ္းပါ။ မွတ္ပုံတင္မလား၊ ဒါမွ မဟုတ္ မွတ္ပုံမတင္ဘူးလား။

မွတ္ပုံမတင္ရင္ ၾကံ့ခိုင္ေရး အစိုးရ၊ စစ္အာဏာရွင္ စနစ္နဲ႔ ၂၀၀၈ အေျခခံဥပေဒတို႔က အမ်ိဳးသားဒီမိုကေရစီ အဖြဲ႔ခ်ဳပ္ကို ေရွးယခင္က အတိုင္း ရန္သူ လို သေဘာထား ပါလိမ့္မယ္။ ေနာက္ဆုံးအဆင့္္မွာ ေဒၚေအာင္ဆန္းစုၾကည္ကို ျပန္ဖမ္းျပီး အက်ယ္ခ်ဳပ္ခ်၊ ႏို္င္ငံေရး သမားေတြ အကုန္လုံးျပန္ဖမ္းျပီးေထာင္ခ်၊ ေသနတ္မိုး ဓါးမိုး အုပ္ခ်ဳပ္တဲ့ အေျခ အေနဆီ ျပန္ေရာက္ခ်င္ ေရာက္ပါလိမ့္မယ္။ ဒီမိုကေရစီ သမားေတြအေနနဲ႔ အဲသလုိ ျပန္ျဖစ္ မွာ စိုးရိမ္လို႔ NLD ကို မွတ္ပုံတင္ေစခ်င္ၾကတယ္ဆိုတာကိုလည္း ကြ်န္ေတာ္ နားလည္ပါတယ္။ ဒါေပမဲ့ မွတ္ပုံတင္ျပီးရင္၊ ေရြးေကာက္ပြဲဝင္ျပီးရင္ေရာ ဒါမ်ဳိးေတြကို ေရွာင္လြဲႏိုင္ျပီလို႔ ဆိုႏိုင္ပါ သလား။

စစ္အာဏာရွင္စနစ္ တည္ရွိမႈကို ျခိမ္းေျခာက္ေနသမွ်မွာ စစ္အစိုးရဟာ ဖိႏိွပ္မႈေတြကို လုပ္ေနဦးမွာပါ။ ဒါက စစ္အစိုးရဘက္က ေရွာင္လႊဲမရတဲ့ ဘဝေပး အေျခအေနပါ။

ကြ်န္ေတာ္တို႔ ဘက္က အေျခအေနကိုလည္း ၾကည့္ရေအာင္။ ဒီမုိကေရစီကို လုိလားေနသမွ်မွာ ကြ်န္ေတာ္တို႔ဟာ စစ္အာဏာရွင္ စနစ္ တည္ရွိမႈကို ျခိမ္းေျခာက္ေနရမွာပါ။ ဒါကိုလည္း ကြ်န္ေတာ္တို႔ဘက္က ေရွာင္လႊဲလို႔မရပါ။

ဒါဟာ ဒီမိုကေရစီနဲ႔ စစ္အာဏာရွင္ၾကားက ေရွာင္လႊဲ မရတဲ့ ပဋိပကၡပါ။ ဒါ့ေၾကာင့္ ဒီမိုကေရစီ အေရးကို လက္မလႊတ္ေသးသမွ်မွာ ေဒၚေအာင္ ဆန္းစုၾကည္ကို ဖမ္းမယ့္ အႏၱရာယ္၊ ႏိုင္ငံေရးသမားေတြကို ဖမ္းမယ့္ အႏၱရာယ္ကုိ ကြ်န္ေတာ္တို႔ ေရွာင္လႊဲမရ၊ ရင္ဆုိင္ေနရဦးမွာပါ။
တတိယအုပ္စုမ်ားက ကြ်န္ေတာ္တို႔ကို အၾကံေပးေနတာက “ဗုိလ္သန္းေရႊ ၊ ဗိုလ္သိန္းစိန္၊ ဗိုလ္တင္ေအာင္ျမင့္ဦးတို႔ရဲ့ အသက္ အိုးအိမ္ စည္းစိမ္ကို မထိခိုက္ေစရ၊ စစ္အာဏာရွင္ စနစ္ကိုသာ ကြ်န္ေတာ္တို႔ ျဖိဳခ်မွာ ျဖစ္ပါတယ္။ ဒါ့ေၾကာင့္ စစ္ဗိုလ္ၾကီးမ်ား မစိုးရိမ္ၾကပါနဲ႔ ကြ်န္ေတာ္တို႔ကို ယုံၾကည္ၾကပါ” လို႔ ေျပာခိုင္းေနတာျဖစ္ပါတယ္။ ဒီလိုေျပာရင္ ေျပလည္သြားႏိုင္မယ္လို႔ တတိယအုပ္စုက ေတြးပုံရ ပါတယ္။ တတိယအုပ္စုဟာ စစ္အာဏာရွင္ရဲ့ အင္အားကို ပိုတြက္ျပီး ေၾကာက္ရြံ႔ ၾကေပမဲ့ စစ္အာဏာရွင္စနစ္ရဲ့ အေတြးအေခၚကိုေတာ့ ေလွ်ာ့တြက္ေနပါတယ္။ စစ္အာဏာရွင္ေတြ ဟာ တကယ္ေတာ့ သူတို႔ ထင္သလို သူတို႔ရဲ့ အသက္အႏၱရာယ္ကို ေၾကာက္လို႔ အာဏာ မစြန္႔ႏိုင္တာ မဟုတ္ပါဘူး။ စစ္အာဏာရွင္စနစ္ကေန ဆံျခည္တမွ်င္မွ ေလွ်ာ့မေပးႏိုင္လို႔ တင္းခံ ေနတာပါ။

အစိုးရဘက္က နားလည္မႈ ရွိလာႏိုး၊ ေျပာင္းလဲလာႏိုး ေမွ်ာ္လင့္ျပီး ကိုယ့္ဘက္ က တဆင့္ျပီး တဆင့္ ကြ်န္ေတာ္တို႔ အေလ်ာ့ေပး သြားမယ္ဆိုပါေတာ့။ ေနာက္ဆုံး အားလုံး ေလ်ာ့ျပီး သြားတဲ့ အခ်ိန္မွာ ဘာမွ ျဖစ္မလာရင္ ကြ်န္ေတာ္တို႔ ဘာလုပ္ၾကမလဲ။ အဲဒီ အခ်ိန္က်မွ ေနာက္ျပန္ဆုတ္ခ်င္တယ္ဆိုရင္ ကြ်န္ေတာ္တို႔ အတြက္ ဆုတ္လမ္းရွိေတာ့မွာ မဟုတ္ပါ။ အဲဒီဆုတ္လမ္း မရွိေတာ့တဲ့ အေျခအေနေရာက္ေအာင္ စစ္အစိုးရကတြန္းပို႔ ေနတာပါ။

ေဒၚေအာင္ဆန္းစုၾကည္ကို ျပန္မဖမ္းဖို႔၊ ႏိုင္ငံေရးသမားေတြကို မဖမ္းဖို႔၊ ျပည္သူေတြကို မႏိွပ္စက္ဖို႔ အတြက္ စစ္အစိုးရကို ေခ်ာ့ေနမွ ျဖစ္မယ္ဆိုရင္ေတာ့ ကြ်န္ေတာ္တို႔ရဲ့ ႏိုင္ငံေရး ဟာ တခုခုေတာ့လြဲေနျပီ လို႔ ဆိုရေတာ့မွာပါ။ ေဒၚေအာင္ဆန္းစုၾကည္ကို မဖမ္းရဲေအာင္၊ ႏိုင္ငံေရးသမားေတြကို မဖမ္းရဲေအာင္ လုပ္ႏိုင္မွသာ ကြ်န္ေတာ္တို႔ အတြက္ အစစ္အမွန္ လုံျခဳံမႈကို ရႏိုင္မွာပါ။

ကိုယ့္ရဲ့လုံျခဳံေရးဟာ စစ္အစိုးရရဲ့ စိတ္ေကာင္းႏွလုံးေကာင္း ရွိမရွိ အေပၚမွာ မွီခိုေနရတယ္ ဆိုရင္ အဲဒါကို တကယ္လုံျခဳံတယ္လို႔ မဆိုႏိုင္ပါဘူး။ အဲဒါမ်ဳိးကို က်ားသနားမွ ႏြားခ်မ္းသာ မယ့္ လုံျခဳံေရးလို႔သာ ဆိုႏိုင္ပါလိမ့္မယ္။

ကိုယ့္မွာ စစ္အစိုးရကို ယွဥ္တိုက္ႏိုင္မယ့္ လက္နက္အင္အားလည္း မရွိဘူး၊ လမ္းေပၚထြက္ ဆႏၵျပရင္လည္း စစ္အစိုးရက ပစ္သတ္မွာပဲ။ ဒါ့ေၾကာင့္ စစ္အစိုးရနဲ႔ ေျပေျပလည္လည္ ဆက္ဆံတဲ့ နည္းက အေကာင္းဆုံးပါလုိ႔ တခ်ဳိ႔က ဆိုၾကပါတယ္။ ဒါဟာ အစိုးရ အၾကိဳက္ အေတြးအေခၚပါ။ အစိုးရ ျဖန္႔ေပးေနတဲ့ အေတြးအေခၚပါ။ ပိုျပီးတိက်ေအာင္ ေျပာရရင္ တတိယ အုပ္စုကေန တဆင့္ ျဖန္႔ေပးေနတဲ့ အေတြးအေခၚပါ။ စစ္အစိုးရနဲ႔ မေျပလည္ခ်င္ လို႔ ေျပာေနတာ မဟုတ္ပါဘူး။ အခုေျပာတဲ့ ေျပလည္နည္းဟာ က်ားသနားမွ ႏြားခ်မ္းသာ မယ့္ ေျပလည္နည္း ျဖစ္ေနလို႔ ေျပာေနတာပါ။ စစ္အစိုးရ စိတ္ေကာင္းႏွလုံးေကာင္းရွိမွ ခ်မ္းသာရမယ့္ နည္းလမ္းျဖစ္ေနပါတယ္။ တကယ္တန္း စစ္အစိုးရသာ စိတ္ေကာင္းႏွလုံး ေကာင္းရွိေနရင္ ေတြ႔ဆုံေဆြးေႏြးေနစရာေတာင္ မလိုပါဘူး။ ဒီမိုကေရစီ ရျပီးတာ ၾကာလွ ပါျပီ။ “စစ္အစိုးရက မယုံႏိုင္ေသးလို႔ပါ၊ သူယုံၾကည္လာေအာင္ လုပ္ရမယ္” လို႔ တတိယ အုပ္ စုေတြက ေျပာေနပါတယ္။ ဟုတ္ကဲ့။ ၂၀၀၈ အေျခခံဥပေဒကို ေထာက္ခံလုိက္မွသာ စစ္အ အစိုးရက ယုံၾကည္ႏိုင္မွာပါ။ ၂၀၀၈ အေျခခံဥပေဒကို ျပင္ခိုင္းေနေသး သမွ်မွာ စစ္အစိုးရ က ယုံၾကည္ႏိုင္မွာ မဟုတ္ပါဘူး။ ဒီသေဘာထားကို စစ္အစိုးရက အၾကိမ္ၾကိမ္ ျပသ ျပီးပါျပီ။ ၂၀၀၈ အေျခခံဥပေဒကို ေထာက္ခံလို႔ကေတာ့ ေဒၚေအာင္ ဆန္းစုၾကည္မွ မဟုတ္ပါဘူး။ ဘယ္သူ႔ကို မဆို လက္ခံပါတယ္။ ကုန္ကုန္ေျပာရရင္၊ လက္နက္ကိုင္ တိုက္ခိုက္ေနတဲ့ အဖြဲ႔ အစည္းေတြကိုေတာင္ ၂၀၀၈ အေျခခံဥပေဒကို လက္ခံမယ္ဆိုရင္ စစ္အစိုးရက ၾကိဳဆိုမွာပါ။ ဒါေပမဲ့ ဒါဟာ ကြ်န္ေတာ္တို႔ ေရြးခ်ယ္သင့္တဲ့ လမ္းမဟုတ္ပါဘူး။ ဒီမိုကေရစီ သမားရဲ့ လမ္း မဟုတ္ပါဘူး။ တတိယအုပ္စုတို႔ ဗဟုတို႔ရဲ့လမ္းပါ။
NLD မွတ္ပုံတင္ရင္ေတာ့ စစ္သား တမတ္သားပါဝင္တဲ့ ၂၀၀၈ အေျခခံဥပေဒ ေဘာင္ထဲကို ၾကားျဖတ္ေရြးေကာက္ပြဲ အျပီးမွာ လူူနည္းစု အျဖစ္ ပါဝင္ ပူးေပါင္း ရပါလိမ့္မယ္။

ဒါ့အျပင္ စစ္အစိုးရဟာ ၂၀၀၈ အေျခခံဥပေဒ ေဘာင္ထဲကို လာပါလာပါ လက္ယပ္ေခၚေပမယ့္ တကယ္တန္း ဝင္ေရာက္လာတဲ့ အခါ ဦးထြန္းေအာင္ေက်ာ္တို႔လို စစ္အစိုးရ သတင္းစာ ေတြ ထဲမွာ ေဆာင္းပါးေရးေနတဲ့ ႏိုင္ငံေရး သိပၸံ ေဘာဂေဗဒ ေက်ာင္း ေတာ္သားၾကီးေတြ၊ ကိုေအးလြင္တို႔လို စီးပြားေရးပိတ္ဆို႔မႈ ဖြင့္ ေပးဖို႔ ေတာင္းဆို ေပးသူေတြ ကိုေတာင္မွ မ်က္ႏွာသာ မေပး ေနရာ မေပးဘူးဆိုတာ ကိုလည္း သတိထားဖို႔ လိုပါတယ္။ တကယ္တန္း ေရြးေကာက္ပြဲဝင္ခဲ့တဲ့ NDF အခု ဘာျဖစ္ ေနသလဲ ဆိုတာ ကိုလည္း ၾကည့္ဖို႔ လိုပါမယ္။ ေရြးေကာက္ပြဲ ဝင္ခဲ့တဲ့ NDF ဟာ ေရြးေကာက္ပြဲ မဝင္တဲ့ NLD ေလာက္ေတာင္ ႏိုင္ငံေရး လုပ္ခြင့္ရပါရဲ့လား။ ေရြးေကာက္ပြဲဝင္ခဲ့တဲ့ NDF ကို ေရြးေကာက္ပြဲ မဝင္တဲ့ NLD ေလာက္ ေတာင္မွ စစ္အစိုးရက အေရးတယူ ဆက္ဆံပါ ရဲ့လား။

မွတ္ပုံတင္လိုက္ရင္ အစိုးရနဲ႔ ေျပလည္ခ်င္ ေျပလည္ပါလိမ့္မယ္။ အစိုးရနဲ႔ ေျပလည္ဖို႔ အဓိက၊ အစိုးရနဲ႔ နားလည္မႈ ရဖို႔က အဓိက ဆိုရင္ျဖင့္ မွတ္ပုံတင္တဲ့ နည္းလမ္းဟာ အက်ိဳးရွိႏိုင္ပါတယ္။ ဒါေပမဲ့ စစ္အစိုးရနဲ႔ ေျပလည္ျပီးရင္ ဒီမိုကေရစီ စနစ္ဆီကို ျငိမ္းခ်မ္း စြာ အသြင္ကူးေျပာင္းသြားမွာလား။ ဒါမွ မဟုတ္ စစ္အာဏာရွင္စနစ္ထဲကို ျငိမ္းခ်မ္းစြာ ေပါင္းစည္းသြားမွာပါလား။

အႏၱရာယ္ရွိတာကေတာ့ မွတ္ပုံတင္လုိက္မယ္ဆိုရင္ ၂၀၀၈ အေျခခံဥပေဒေအာက္ ကို ခ်ည္ျပီးတုတ္ျပီး အေနအထားနဲ႔ က်ေရာက္သြား ႏို္င္တဲ့ အႏၱရာယ္ပါ။

ဒါ့ေၾကာင့္ ဘယ္သူမဆို NLD မွတ္ပုံတင္သင့္ မတင္သင့္ကို စဥ္းစားမယ္ဆုိရင္ ၂၀၀၈ အေျခခံဥပေဒကို တေခါက္ေလာက္ ျပန္ဖတ္ေစခ်င္တယ္လို႔ အၾကံျပဳခ်င္ပါတယ္။
NLD ပါတီအတြက္ အဓိက စိန္ေခၚခ်က္ ႏွစ္ရပ္

အခုအခ်ိန္မွာ NLD အတြက္ နံပါတ္တစ္ အေရးၾကီးဆုံးအခ်က္က ပါတီမကြဲဖို႔ပါ။ ပါတီသစ္ေထာင္ဖို႔ တိုက္တြန္းသူေတြရွိေနၾကတာကို လည္း အားလုံးအသိပါ။ ေဒၚေအာင္ဆန္းစုၾကည္ဟာ ပါတီတခုရဲ့ ေခါင္းေဆာင္ မျဖစ္သင့္ဘူး၊ တမ်ဳိးသားလုံးရဲ့ ေခါင္းေဆာင္ျဖစ္သင့္တယ္လို႔ ေျပာေနၾကတာလည္း အားလုံးအသိပါ။ တကယ္ေတာ့ ရည္ရြယ္ခ်က္က ရွင္းရွင္းေလးပါ။ NLD နဲ႔ ေဒၚေအာင္ဆန္းစုၾကည္ကို ခြဲထုတ္ေနတာပါ။ မကြဲကြဲေအာင္ လုပ္ေနတာပါ။ NLD အေနနဲ႔ လူသိရွင္ၾကား တရားဝင္ ကြဲျပဲတာမ်ဳိး မျဖစ္ေအာင္ တားဆီးဖို႔လိုသလို တက္ၾကြလႈပ္ရွားသူေတြ စိတ္ပ်က္ျပီး ေဘးထြက္ ထိုင္သြားတာမ်ဳိး မျဖစ္ေအာင္ ထိန္းသိမ္းဖို႔လည္း လိုပါတယ္။ ကြဲတာလူမသိေစခ်င္လို႔ တခ်ဳိ႔လူေတြ စိတ္ပ်က္ျပီး ေဘးထြက္ ထိုင္သြား ၾကမယ္ဆိုရင္ လည္း တိုင္းျပည္အတြက္ကေတာ့ နစ္နာဆုံးရွဳံးတာပါပဲ။


NLD အတြက္ နံပါတ္ႏွစ္ အေရးၾကီးတဲ့ အခ်က္က ၂၀၀၈ အေျခခံဥပေဒ လက္ေအာက္ကို ခ်ည္ျပီးတုတ္ျပီး က်ေရာက္သြားတဲ့ အျဖစ္မ်ဳိး မျဖစ္ဖို႔ပါ။ ၂၀၀၈ အေျခခံဥပေဒ ပင္စည္ကို၊ ေက်ာရုိးကို ျပင္ခြင့္မရေတာ့ပဲ သူ႔ေဘာင္ထဲဝင္၊ သူ႔အရိပ္ကို ခိုျပီး ဟိုအကိုင္းေလးခုတ္ဖို႔ၾကိဳး စားလိုက္၊ ဟိုအတက္ကေလးခ်ဳိးဖို႔ ၾကိဳးစားလိုက္လုပ္ရင္း တႏိုင္ငံလုံး စစ္ကြ်န္ဘဝကို အကာအကြယ္မဲ့ က်ေရာက္သြားမယ့္ အျဖစ္ကို ေရွာင္ရွားႏိုင္ဖို႔ အေရးၾကီးပါတယ္။ အဲသလို အေျခအေနမ်ဳိးျဖစ္သြားရင္ ပါတီဟာ ႏိုင္ငံေရး အညြန္႔တုံးတဲ့ ဘဝကို ေရာက္သြားမွာပါ။

NEW DELHI – With the Nobel Peace Prize presented this month in the absence of this year’s laureate, the imprisoned Chinese dissident Liu Xiaobo, it might be wise to think of a man who never won the prize: Mahatma Gandhi. Despite that omission, there is no doubting Gandhiji’s worldwide significance – including for Liu.
The Mahatma’s image now features in advertising campaigns for everything from Apple computers to Mont Blanc pens. When Richard Attenborough's film Gandhi swept the Oscars in 1983, posters for the film proclaimed that “Gandhi’s triumph changed the world forever.” But did it?
The case for Gandhi-led global change rests principally on the American civil-rights leader Martin Luther King, Jr., who attended a lecture on Gandhi, bought a half-dozen books about the Mahatma, and adopted satyagraha as both precept and method. In leading the struggle to break down segregation in the southern United States, King used non-violence more effectively than anyone else outside India. “Hate begets hate. Violence begets violence,” he memorably declared. “We must meet the forces of hate with soul force.”
King later avowed that “the Gandhian method of non-violent resistance...became the guiding light of our movement. Christ furnished the spirit and motivation, and Gandhi furnished the method.” Last month, Barack Obama told India’s Parliament that were it not for Gandhi, he would not be standing there as America’s president.
So, yes, Gandhism helped to change America forever. But it is difficult to find many other instances of its success. India’s independence marked the dawn of the era of decolonization, but many nations threw off the yoke of empire only after bloody and violent struggles. Other peoples have since fallen under the boots of invading armies, been dispossessed of their lands, or terrorized into fleeing their homes. Non-violence has offered no solutions to them.
Indeed, non-violence could only work against opponents vulnerable to a loss of moral authority – that is, governments responsive to domestic and international public opinion, and thus capable of being shamed into conceding defeat. In Gandhi’s own time, non-violence could have done nothing to prevent the slaughter of Jews in Hitler’s path.
The power of Gandhian non-violence rests in being able to say, “To show you that you are wrong, I punish myself.” But that has little effect on those who are not interested in whether they are wrong and are already seeking to punish you. Your willingness to undergo punishment merely expedites their victory. No wonder Nelson Mandela, who told me that Gandhi had “always been a great source of inspiration,” explicitly disavowed non-violence as ineffective in South Africans’ struggle against apartheid.
Indeed, Gandhi can sound frighteningly unrealistic: “The willing sacrifice of the innocent is the most powerful answer to insolent tyranny that has yet been conceived by God or man. Disobedience, to be ‘civil,’ must be sincere, respectful, restrained, never defiant, and it must have no ill will or hatred behind it. Neither should there be excitement in civil disobedience, which is a preparation for mute suffering.”
For many around the world who suffer under oppressive regimes, such a credo would sound like a prescription for sainthood – or for impotence. Mute suffering is fine as a moral principle, but only Gandhi could use it to bring about meaningful change.
The sad truth is that the staying power of organized violence is almost always greater than that of non-violence. Gandhi believed in “weaning an opponent from error by patience, sympathy, and self-suffering.” But, while such an approach may have won Burma’s Aung San Suu Kyi the Nobel that eluded the Mahatma himself, the violence of the Burmese state proved far stronger in preventing change than her suffering has in fomenting it. And, as the Mumbai terror attacks of November 2008 demonstrated, India today faces the threat of cross-border terrorism to which the Mahatma’s only answer – a fast in protest – would have left its perpetrators unmoved.
In his internationalism, the Mahatma expressed ideals that few can reject. But the decades since his death have confirmed that there is no escaping the conflicting sovereignties of states. Some 20 million lives have been lost in wars and insurrections since Gandhi died. In a dismaying number of countries, including his own, India, governments spend more for military purposes than for education and health care combined. The current stockpile of nuclear weapons represents more than a million times the explosive power of the bomb whose destruction of Hiroshima so grieved him.
Outside India, as within it, Gandhian techniques have been perverted by terrorists and bomb-throwers who declare hunger strikes when punished for their crimes. Gandhism without moral authority is like Marxism without a proletariat. Yet too few who have tried his methods worldwide have had his personal integrity or moral stature.
None of these misguided or cynical efforts has diluted Gandhi’s greatness, or the extraordinary resonance of his life and his message. While the world was disintegrating into fascism, violence, and war, the Mahatma taught the virtues of truth, non-violence, and peace. He destroyed the credibility of colonialism by opposing principle to force. And he set and attained personal standards of conviction and courage that few will ever match. He was that rare kind of leader who was not confined by his followers’ inadequacies.
Yet Gandhi’s truth was essentially his own. He formulated its unique content and determined its application in a specific historical context. Inevitably, few in today’s world can measure up to his greatness or aspire to his credo.
The originality of Gandhi’s thought and the example of his life still inspire people around the world today – as Liu Xiaobo would readily admit. But his triumph did not “change the world forever.” I wonder if the Mahatma, surveying today’s world, would feel that he had triumphed at all.

Zaw Min, the minister for Burma’s Ministry of Electric Power-1 (MEP-1), recently stood in front of the press and—in a manner disdainful to critics—declared that the highly controversial Myitsone Dam project would go full speed ahead and nothing would stop its completion.
So who is this man who so easily stood up and dismissed the fact that the Myitsone Dam is certain to have an adverse affect on the lives of hundreds of thousands, if not millions, of Burmese citizens?
In May 1998, the Burmese military killed 81 innocent civilians, including women and children, on a sandy beach on Christie Island off the far southern coast of Burma. Zaw Min, then an army colonel, was the tactical commander for the operation, which was ordered by then junta chief Snr-Gen Than Shwe.
After the slaughter, Than Shwe rewarded Zaw Min by appointing him the chairman of the State Peace and Development Council for Magwe Division. Then over the next few years, the man who was promoted to the rank of colonel much later than his classmates after graduating from Intake 15 of the Defense Services Academy, became the minister for the Ministry of Cooperatives and the joint-general secretary of the Union Solidarity and Development Association, which in 2010 was transformed into the now ruling political party, the Union Solidarity and Development Party. Zaw Min went on to become the minister for the MEP-1 under the Than Shwe regime, and he held onto that position when the new government was formed earlier this year.
So why was Zaw Min, a man of sub-par qualifications and capabilities, appointed to top-level positions and allowed to remain there to this day?
The Christie Island massacre was an undeniable incident, and Burma’s top military brass may still be haunted by its ghosts. Tomás Ojea Quintana, the United Nations special rapporteur on the situation of human rights in Burma, has recommended a commission of inquiry to investigate alleged war crimes and crimes against humanity in Burma, and many powerful countries in the world have endorsed its formation. As a result, Than Shwe and the other top generals from the previous regime have to keep people like Zaw Min happy and in their hip-pockets.
The Christie Island operation involved many top officers in the Burmese military. The attack was a joint army-navy-air force operation designed by Than Shwe. Along with Zaw Min, the senior general assigned many officers to participate in the operation as well. Myself, Maj Aung Lin Htut from the Military Intelligence Unit (MI), were assigned.
On the day of the intended operation, however, when Col Zaw Min and the military columns arrived at Christie Island they did not find the enemy. Instead, they found 59 men, women and children, including a new-born baby, from the Kawthaung area who had gone there to collect firewood. Col Zaw Min reported the presence of the civilians to the operation command center, and the commander-in-chief of the navy, head of the operation, ordered Zaw Min not to do anything unless they were established to be the enemy. Operation chief then informed Snr-Gen Than Shwe about the people Zaw Min had found on the island.
Afterwards, commander-in-chief of the navy and other members of the team assigned to the Christie Island operation, including myself, went to the island a number of times to inspect the situation. On one occasion, I noticed that commander-in-chief of the navy was giving snacks to children, and that Zaw Min seemed unhappy about what his commander was doing. Then at 9 p.m. On the day we arrived back from our last visit to the island, a telegraph from Snr-Gen Than Shwe arrived.
The telegraph contained an order to kill all civilians on Christie Island. That same night, the commander-in-chief of the navy summoned all commanding officers and told them about the order. Most of the officers were not happy about the instructions—some officials thought the order was a mistaken command given by a drunken Vice-Snr-Gen Maung Aye, then the second-in-command of the Burmese armed forces, and proposed that a clarification be requested the next morning. By majority vote from the navy and air force, it was decided to ask the War Office for clarification.
The next morning, the commander-in-chief of the navy talked to General Staff officer of the Office of Commander-in-Chief of Defense Services. After his conversation, the commander-in-chief of the navy was told that “the order came from Big Uncle [Snr-Gen Than Shwe]” and he was asked to follow it. He then directed Col Zaw Min to carry out the order.
According to the then commander of No. 19 Intelligence Unit in Magwe, Tenessarim Division who is currently serving a long-term imprisonment, Col Zaw Min told his junior officers in detail how to slaughter the innocent civilians. Then upon Zaw Min’s order, all civilians, including children, were made to stand on the beach and shot to death.
Photographs of the scene were secretly taken and kept in MI headquarters, and I showed the photos to former Gen Khin Nyunt, the then MI chief, in a morning briefing.
Now Zaw Min, the man who oversaw the Christie Island massacre and whose hands are stained with the blood of those civilians, is the man in charge of the MEP-1 overseeing the Myitsone Dam project, which will affect the lives of hundreds of thousands of civilians. He has demonstrated no kindness or prudence in the past, and he will not care how many people will be displaced, lose their livelihoods or die because of the massive dam.
As in the past, Zaw Min will just focus on his own interests. He can do this, and get away with rude responses to those that question the propriety of the Myitsone Dam, because “the Big Uncle” is still behind the scenes, masterminding the operation and protecting those that carry out his orders.
If President Thein Sein really had the authority to freely make decisions, he would not let Zaw Min respond the way he did to critics who have raised legitimate concerns about the dam. But men like Zaw Min remain in place to say and do what Snr-Gen Than Shwe wants them to say and do.

GREED breeds HATRED/"a greedy billionaire."

Media magnate Rupert Murdoch was attacked by a man apparently carrying a plate full of shaving foam during a parliamentary hearing Tuesday, but returned unhurt. The man could be heard telling Murdoch he's "a greedy billionaire."

Murdoch's wife, Wendi Deng, who was seated behind him, leaped to her feet and smashed the attacker's hand with her own, pictures from the scene showed.

Murdoch was hit full in the face, and stunned but not injured, CNN saw.

The hearing into phone hacking was suspended for a few minutes only.

The attacker appears to be in his late 20s or early 30s. A policeman wrestled him away but the attack was already complete by then. Police arrested him and were later seen wiping foam off his face.

For the majority of our citizens, our vulgar, near-chaotic, marvelous culture is the greatest engine of positive change in history.

Only the foolish will fight fair.

a second "industrial" revolution that will make the original industrial revolution that climaxed the great age of imperialism look like a rehearsal by amateurs.



There will be no peace.
At any given moment for the rest of our lifetimes, there will be multiple conflicts in mutating forms around the globe.
Violent conflict will dominate the headlines, but cultural and economic struggles will be steadier and ultimately more decisive. The de facto role of the US armed forces will be to keep the world safe for our economy and open to our cultural assault.
To those ends, we will do a fair amount of killing.

We are building an information-based military to do that killing. There will still be plenty of muscle power required, but much of our military art will consist in knowing more about the enemy than he knows about himself, manipulating data for effectiveness and efficiency, and denying similar advantages to our opponents.
This will involve a good bit of technology, but the relevant systems will not be the budget vampires, such as manned bombers and attack submarines, that we continue to buy through inertia, emotional attachment, and the lobbying power of the defense industry.
Our most important technologies will be those that support soldiers and Marines on the ground, that facilitate command decisions, and that enable us to kill accurately and survive amid clutter (such as multidimensional urban battlefields).
The only imaginable use for most of our submarine fleet will be to strip out the weapons, dock them tight, and turn the boats into low-income housing.
There will be no justification for billion-dollar bombers at all.

For a generation, and probably much longer, we will face no military peer competitor.
Our enemies will challenge us by other means.
The violent actors we encounter often will be small, hostile parties possessed of unexpected, incisive capabilities or simply of a stunning will to violence (or both).
Renegade elites, not foreign fleets, should worry us.
The urbanization of the global landscape is a greater threat to our operations than any extant or foreseeable military system.
We will not deal with wars of Realpolitik, but with conflicts spawned of collective emotions, sub-state interests, and systemic collapse.
Hatred, jealousy, and greed--emotions rather than strategy--will set the terms of the struggles.

We will survive and win any conflict short of a cataclysmic use of weapons of mass destruction.
But the constant conflicts in which we selectively intervene will be as miserable as any other form of warfare for the soldiers and Marines engaged.
The bayonet will still be relevant; however, informational superiority incisively employed should both sharpen that bayonet and permit us to defeat some--but never all--of our enemies outside of bayonet range.
Our informational advantage over every other country and culture will be so enormous that our greatest battlefield challenge will be harnessing its power.
. Our potential national weakness will be the failure to maintain the moral and raw physical strength to thrust that bayonet into an enemy's heart

Pilots and skippers, as well as defense executives, demand threat models that portray country X or Y as overtaking the military capability of the United States in 10 to 20 years.
Forget it.
Our military power is culturally based
They cannot rival us without becoming us.
Wise competitors will not even attempt to defeat us on our terms; rather, they will seek to shift the playing field away from military confrontations or turn to terrorism and nontraditional forms of assault on our national integrity.
Only the foolish will fight fair.

The threat models stitched together from dead parts to convince Congress that the Russians are only taking a deep breath or that the Chinese are only a few miles off the coast of California uniformly assume that while foreign powers make all the right decisions, analyze every trend correctly, and continue to achieve higher and higher economic growth rates, the United States will take a nap. On the contrary.
Beyond the Beltway, the United States is wide awake and leading a second "industrial" revolution that will make the original industrial revolution that climaxed the great age of imperialism look like a rehearsal by amateurs.
Only the United States has the synthetic ability, the supportive laws, and the cultural agility to remain at the cutting edge of wealth creation.

Not long ago, the Russians were going to overtake us.
Then it was oil-wealthy Arabs, then the Japanese.
One prize-winning economist even calculated that fuddy-duddy Europe would dominate the next century (a sure prescription for boredom, were it true).
Now the Chinese are our nemesis.
No doubt our industrial-strength Cassandras will soon find a reason to fear the Galapagos.
In the meantime, the average American can look forward to a longer life-span, a secure retirement, and free membership in the most triumphant culture in history. For the majority of our citizens, our vulgar, near-chaotic, marvelous culture is the greatest engine of positive change in history.

Freedom works.

In the military sphere, it will be impossible to rival or even approach the capabilities of our information-based force because it is so profoundly an outgrowth of our culture.
Our information-based Army will employ many marvelous tools, but the core of the force will still be the soldier, not the machine, and our soldiers will have skills other cultures will be unable to replicate.
Intelligence analysts, fleeing human complexity, like to project enemy capabilities based upon the systems a potential opponent might acquire.
But buying or building stuff is not enough.
It didn't work for Saddam Hussein, and it won't work for Beijing.

The complex human-machine interface developing in the US military will be impossible to duplicate abroad because no other state will be able to come from behind to equal the informational dexterity of our officers and soldiers.
For all the complaints--in many respects justified--about our public school systems, the holistic and synergistic nature of education in our society and culture is imparting to tomorrow's soldiers and Marines a second-nature grasp of technology and the ability to sort and assimilate vast amounts of competitive data that no other population will achieve.

The informational dexterity of our average middle-class kid is terrifying to anyone born before 1970. Our computer kids function at a level foreign elites barely manage, and this has as much to do with television commercials, CD-ROMs, and grotesque video games as it does with the classroom.
We are outgrowing our 19th-century model education system as surely as we have outgrown the manned bomber. In the meantime, our children are undergoing a process of Darwinian selection in coping with the information deluge that is drowning many of their parents.
These kids are going to make mean techno-warriors. We just have to make sure they can do push-ups, too. END5.contd.

When we speak of a global information revolution, the effect of video images is more immediate and intense than that of computers.
Image trumps text in the mass psyche, and computers remain a textual outgrowth, demanding high-order skills: computers demarcate the domain of the privileged. We use technology to expand our wealth, power, and opportunities. The rest get high on pop culture.
If religion is the opium of the people, video is their crack cocaine.
When we and they collide, they shock us with violence, but, statistically, we win.

As more and more human beings are overwhelmed by information, or dispossessed by the effects of information-based technologies, there will be more violence. Information victims will often see no other resort.
As work becomes more cerebral, those who fail to find a place will respond by rejecting reason.
We will see countries and continents divide between rich and poor in a reversal of 20th-century economic trends.
Developing countries will not be able to depend on physical production industries, because there will always be another country willing to work cheaper. The have-nots will hate and strive to attack the haves.

And we in the United States will continue to be perceived as the ultimate haves. States will struggle for advantage or revenge as their societies boil.
Beyond traditional crime, terrorism will be the most common form of violence, but transnational criminality, civil strife, secessions, border conflicts, and conventional wars will continue to plague the world, albeit with the "lesser" conflicts statistically dominant.
In defense of its interests, its citizens, its allies, or its clients, the United States will be required to intervene in some of these contests.
We will win militarily whenever we have the guts for it.

Secular and religious revolutionaries in our century have made the identical mistake, imagining that the workers of the world or the faithful just can't wait to go home at night to study Marx or the Koran.
America has figured it out, and we are brilliant at operationalizing our knowledge, and our cultural power will hinder even those cultures we do not undermine.
There is no "peer competitor" in the cultural (or military) department.
Our cultural empire has the addicted--men and women everywhere--clamoring for more.
And they pay for the privilege of their disillusionment.

American culture is criticized for its impermanence, its "disposable" products. But therein lies its strength.
All previous cultures sought ideal achievement which, once reached, might endure in static perfection.
American culture is not about the end, but the means, the dynamic process that creates, destroys, and creates anew.
If our works are transient, then so are life's greatest gifts--passion, beauty, the quality of light on a winter afternoon, even life itself.
American culture is alive.

This vividness, this vitality, is reflected in our military; we do not expect to achieve ultimate solutions, only constant improvement.
All previous cultures, general and military, have sought to achieve an ideal form of life and then fix it in cement.
Americans, in and out of uniform, have always embraced change (though many individuals have not, and their conservatism has acted as a healthy brake on our national excesses).

American culture is the culture of the unafraid.
Ours is also the first culture that aims to include rather than exclude.

The films most despised by the intellectual elite--those that feature extreme violence and to-the-victors-the-spoils sex--are our most popular cultural weapon, bought or bootlegged nearly everywhere.
American action films, often in dreadful copies, are available from the Upper Amazon to Mandalay.
They are even more popular than our music, because they are easier to understand. The action films of a Stallone or Schwarzenegger or Chuck Norris rely on visual narratives that do not require dialog for a basic understanding.
They deal at the level of universal myth, of pre-text, celebrating the most fundamental impulses (although we have yet to produce a film as violent and cruel as the Iliad).
They feature a hero, a villain, a woman to be defended or won--and violence and sex.
Complain until doomsday; it sells. The enduring popularity abroad of the shopworn Rambo series tells us far more about humanity than does a library full of scholarly analysis.

In the past, information empowerment was largely a matter of insider and outsider, as elementary as the division of society into the literate and illiterate.
While superior information--often embodied in military technology--killed throughout history, its effects tended to be politically decisive but not personally intrusive (once the raping and pillaging were done).
Technology was more apt to batter down the city gates than to change the nature of the city.
The rise of the modern West broke the pattern.
Whether speaking of the dispossessions and dislocations caused in Europe through the introduction of machine-driven production or elsewhere by the great age of European imperialism, an explosion of disorienting information intruded ever further into Braudel's "structures of everyday life."

Here's the deal....just like I told my sons when they would come home from school and be mad because somebody at school said something to them about "your mamma!" I asked them did they know me? They would reply with no. I said you need to tell them...."You must be talking about your momma, because you don't know my momma!" They soon got the jest of it and replied to the other kids and things got better. Just because somebody says something does not mean it is true.

Look at yourself in the mirror and tell yourself that you are somebody special. Who in this world does not make mistakes or makes a bad choice now and then? Nobody has the right to criticize you and you most definitely need to take a stand and not let ANYBODY get to you in such a manner. Next time...just smile and think to yourself how stupid of somebody to talk about themselves in such a manner, because YOU KNOW they cannot be talking about you! Right? Right! Be blessed. Linda
