လူမ်ိဳးတုန္း သတ္ျဖတ္မႈ ကာကြယ္ေရးဆိုင္ရာ ကုလသမဂၢ အထူးကိုယ္စားလွယ္ Adama Dieng ဟာ မတ္လ ၇ ရက္ကေန ၁၃ ရက္အထိ ဘဂၤလားေဒ့ရွ္ကို သြားေရာက္ခဲ့တာပါ။ ၂၀၁၆ ေအာက္တိုဘာနဲ႔ ၂၀၁၇ ၾသဂုတ္လေတြ အတြင္း ရခုိင္ျပည္နယ္ ေျမာက္ပိုင္းမွာ ျဖစ္ပြါးတဲ့ အၾကမ္းဖက္တိုက္ခိုက္မႈေတြကို ျမန္မာစစ္တပ္က တုန္႔ျပန္ခဲ့တဲ့ေနာက္ပိုင္း ျမန္မာႏိုင္ငံကေန ဘဂၤလားေဒ့ရွ္ဘက္ထြက္ေျပးတဲ့ ရိုဟင္ဂ်ာ ဒုကၡသည္ ၆ သိန္းခြဲေက်ာ္ရဲ့ အေျခေနကို သြားေရာက္ဆန္းစစ္တာျဖစ္ပါတယ္။ ဘဂၤလားေဒ့ရွ္မွာ အာဏာပိုင္ေတြနဲ႔ လူမႈအဖြဲ႔အစည္းေတြ အျပင္ Cox’s Bazaar ကဒုကၡသည္ စခန္းေတြကိုပါ သြားေရာက္ခဲ့တာျဖစ္ၿပီး ခရီးစဥ္အၿပီးမွာေတာ့ သူ႔ေတြ႔ရွိခ်က္ကို Dhaka မွာျပဳလုပ္တဲ့ သတင္းစာရွင္းလင္းပြဲမွာ ေျပာၾကားခဲ့ပါတယ္။

“ႏိုင္ငံတကာ ရာဇဝတ္မႈေတြကို ျမန္မာႏိုင္ငံက က်ဴးလြန္ခဲ့တာပါ။ ရိုဟင္ဂ်ာ မူစလင္ေတြဟာ သူတို႔ရိုဟင္ဂ်ာ ျဖစ္ေနမႈေၾကာင့္ပဲ သတ္ျဖတ္ႏွိပ္စက္တာ၊ မုဒိန္းက်င့္တာ၊ အရွင္လတ္လတ္မီးရႈိ႕ခံရတာ၊ ခ်ိဳးႏွိမ္တာေတြကို ခံေနရတာပါ။”

အခုလို လူေပါင္းသိန္းနဲ႔ခ်ီၿပီး ထြက္ေျပးခဲ့ရတဲ့ ဆုိးရြားတဲ့ လူ႔အခြင့္အေရး ခ်ဳိးေဖာက္မႈေတြကုိ သက္ေသျပႏုိင္ၿပီ ဆုိရင္ေတာ့ လူမ်ဳိးတုန္း သတ္ျဖတ္မႈက်ဳးလြန္ရာ ေရာက္ႏုိင္ေၾကာင္းလည္း သတိေပးခဲ့ပါတယ္။

“ ကၽြန္ေတာ္ရထားတဲ့ အခ်က္အလက္ေတြ အားလံုးကေတာ့ က်ဴးလြန္သူေတြဟာ ရခိုင္ေျမာက္ပိုင္းမွာ ရိုဟင္ဂ်ာေတြ ရွိေနတာကို ရွင္းပစ္ခ်င္ေနတယ္ဆိုတာ ျပသေနပါတယ္။ တကယ္လို႔ ဒါကိုသာ သက္ေသျပႏိုင္ခဲ့မယ္ဆိုရင္ ဒါဟာ genocide လူမ်ိဳးတုံုး သတ္ျဖတ္မႈ လို႔ေျပာလို႔ရပါတယ္”

လူသားထုအေပၚ က်ဳးလြန္တဲ့ ရာဇ၀တ္မႈ ဒါမွမဟုတ္ လူမ်ိဳးတုံး သတ္ျဖတ္မႈ က်ဳးလြန္တာေတြနဲ႔ ပတ္သက္ၿပီး ဆံုးျဖတ္ဖုိ႔ သက္ေသမျပႏိုင္ေသးေပမယ့္ ဘဂၤလားေဒ့ရွ္ႏိုင္ငံက ဒုကၡသည္ေတြ လက္ရွိႀကံဳေတြ႔ေနရတဲ့ အၾကပ္အတည္းက သိပ္ကိုႀကီးမား ေနတာမို႔ ႏိုင္ငံတကာက ခ်က္ခ်င္း အေရးယူ တုန္႔ျပန္ေျဖရွင္းေပးၾကဖုိ႔ အခ်ိန္ေရာက္ေနၿပီလို႔ မစၥတာ Dieng က ေျပာခဲ့ပါတယ္။

“ဘာပဲေျပာေျပာ လူသားထုအေပၚ က်ဳးလြန္တဲ့ ရာဇ၀တ္မႈ၊ ဒါမွမဟုတ္ လူမ်ိဳးတုံး သတ္ျဖတ္မႈ က်ဳးလြန္ေၾကာင္း မဆုံးျဖတ္ႏုိင္ေသးခင္မွာလည္း လက္ရွိႀကံဳေတြ႔ ေနရတဲ့ အက်ပ္အတည္းကုိ အခ်ိန္မဆုိင္းပဲ ေျဖရွင္းဖုိ႔လိုပါတယ္။ ဒါဟာ လံုၿခံဳေရးေကာင္စီနဲ႔ အေထြေထြညီလာခံ အပါအဝင္ ႏိုင္ငံတကာအသိုင္းအဝိုင္းရဲ့ တာဝန္ျဖစ္သလို အာရွ ေဒသတြင္းႏိုင္ငံေတြ အထူးသျဖင့္ ျမန္မာအာဏာပိုင္ေတြနဲ႔ စစ္တပ္အေပၚ ထိေရာက္တဲ့ၾသဇာ လႊမ္းမိုးႏိုင္သူေတြရဲ့ တာဝန္လည္း ျဖစ္ပါတယ္။”

ႏုိင္ငံတကာ အသိုင္းအဝို္င္းက ဒီအေျခေနကို မျမင္မ်က္ကြယ္ျပဳထားခဲ့တယ္လို႔လည္း အျပစ္တင္ခဲ့ပါတယ္။ လက္ရွိ အေျခအေနေတြဟာ ျဖစ္မလာေအာင္ ကာကြယ္ႏိုင္ခဲ့ေပမယ့္ မကာကြယ္ႏိုင္ပဲျဖစ္ခဲ့ရတာမို႔ အခုအခ်ိန္မွာ မွန္ကန္တဲ့ ဆံုးျဖတ္ခ်က္ ခ်ဖို႔ လိုေနၿပီလို႔လည္း ေျပာပါတယ္။ တရုတ္နဲ႔ အိႏၵိယလို႔ ျမန္မာ့အိမ္နီးခ်င္း ႏို္င္ငံႀကီးေတြအေနနနဲ႔ ရိုဟင္ဂ်ာအတြက္လုိ႔ မၾကည့္ဘဲလူသားခ်င္းစာနာမႈနဲ႔ လူ႔အသက္ေတြ ကယ္တင္ေရး အတြက္ကို ဦးစားေပးဖို႔လည္း တိုက္တြန္းခဲ့ပါတယ္။

သို႔ေသာ္ ႏိုင္ငံတကာမွာ ႏိုင္ငံသား ျဖစ္ေနၾကတဲ့ အဆိုပါ လူတန္းစားက ၂% မျပည့္ပါ။

၉၅% ေသာ သူေတြက ေက်ာင္းသား တပ္မေတာ္၀င္မ်ား၊ ကရင္ ကခ်င္ ခ်င္း ရိုဟင္ဂ်ာ ရခိုင္ မြန္ စတဲ့ တုိင္းရင္းသားမ်ား၊ ၂၀၀၇ ေရႊ၀ါေရာင္ နဲ႔ ပတ္သက္သူမ်ား ျဖစ္ၿပီး-- သူတို႔ရဲ႔ ကိုယ္ေရး ဘိုင္အိုေတြမွာ ေဒၚစုၾကည္နာမည္ ေယာင္လို႔ မွားလို႔ေတာင္ မထည့္ခဲ့ၾကဘူး။

ေက်ာင္းသား တပ္မေတာ္၀င္တိုင္း ကိုယ္ပိုင္ ေတာ္လွန္ေရး သမုိင္းေတြ ရွိတယ္။

ထပ္ေျပာမယ္ တတိယ ႏိုင္ငံမွာ ႏုိင္ငံသား ျဖစ္ေနတဲ့ သူေတြထဲ ၉၈% ေက်ာ္ ရဲ႔ ဘိုင္အိုထဲမွာ ေဒၚစုၾကည္ နာမည္ မပါ၀င္ခဲ့ဘူး။ ေဒၚစုၾကည္ ဆို ေက်းဇူး မပါ၀င္ခဲ့ဘူး ဆိုတာကိုလည္း မေသမခ်င္း မွတ္သားထားပါ။

Adhesion of water to the walls of a vessel will cause an upward
