Is all energy made of photons?

No. The rest mass/energy of particles doesn’t involve photons.
Gravitational potential energy doesn’t involve photons.
The energy of nuclei due to the strong interaction doesn’t involve photons.

The only energy that involves photons is electromagnetic energy (which technically includes chemical energy) and light.
